Energy Legislation and Policies
Kazakhstan’s regulatory framework for renewable energy has been strengthened with the introduction of specific legislation to encourage investment in the sector. The Law on Promotion of Renewable Energy, introduced in 2009 and subsequently amended, provides a legal basis for the development of renewable energy projects. This law also provides for the introduction of feed-in tariffs for renewable energy, guaranteeing operators a fixed price for electricity produced from renewable sources for a period of 15 years.

Feed-in tariffs are a key element in attracting investment in the renewable energy sector. In Kazakhstan, these tariffs are set by the government and vary according to the technology used:
SOLAR PHOTOVOLTAIC ENERGY
The tariff for solar energy is one of the highest, reflecting the high initial cost of photovoltaic installations, but also the country's great potential in terms of solar irradiation.
WIND ENERGY
Tariffs for wind energy are competitive due to the abundance of wind resources in the country, especially in the southern and central regions.
BIOMASS AND HYDRO ENERGY
These technologies receive variable incentives to promote a diversified mix of renewable energy sources.
Future Perspectives
The Kazakh government has set ambitious targets for increasing the share of renewable energy in the national energy mix. By 2030, 50 per cent of the country’s electricity generation is expected to come from alternative energy sources, including natural gas and renewables.
This commitment is supported by additional policy measures, such as the introduction of auctions for renewable energy capacity and the improvement of grid infrastructure to accommodate more renewable energy.
